RICHARD TAYLOR & ANDREW PARSONS' SELF-GIVEN AND SELF-FULFILLING "PROPHECY" OF "THE WELSH OUTPOURING!"

The focus of this post is an interview with Richard Taylor and Andrew Parsons, for a UCB TV documentary on the so-called "Welsh Outpouring." The video of this production was posted on the Victory website on 2 July, 2013 and can be found at:

The correspondent who drew my attention to this, quite rightly had an important observation to make, which I reproduce here from the comments section elsewhere:

"Half way through the message he says that he realised he had "Hidden Hatred in his heart and has since repented of it regarding certain peoples. So I just wondered what we were listening too and his Church members, prior to his repenting? please tell me how you Mr Taylor an Annointed and appointed man of God as you say you are, can have hidden hatred in his heart? Please listen to your Own Words on the interview on UCB, these are not my words.."

If this in itself was not sufficient food for thought, I want to look here at these men speaking about the origin of the "Welsh Outpouring"  - using a transcript of their own words, so I'm not paraphrasing them:

Taylor: "The 'outpouring' really didn't begin on the 10th. of April with Paul's miracle, you know, when he got out of a wheelchair. It happened 17 years ago, and a lot of people have claimed prophetically to have prophesied about this revival, outpouring, whatever people choose to call it. Well, actually, no-one can claim it except Jesus, 'cos He's the one who started it... it came from a prophetic word I had 17 years ago with my (pause) who's now my Executive Pastor Andrew Parsons. We were Bible College students together in Birmingham."

(As an aside, what exactly IS an Executive Pastor???)

Parsons: "We had such a presence of God for three hours... The Lord said, He said, I'm going to use you both in the future for a mighty move of the Spirit!"

Taylor: "I am going to use you both in revival, the likes of which the world has never seen before, and the eyes of the world will be upon it. And that was it."

OK. Let's examine these statements. The "prophecy" was given to EACH OTHER, not given by or witnessed apparently by anyone else! This is important. In an "ecstatic" state, they gave EACH OTHER a mutual "prophecy" with no one testifying to this "divine event" other than THEMSELVES! It was a SECRET "word" (when God does not act in SECRECY!)

Taylor's slant on this "prophecy" magnifies it into one of the greatest prophecies ever given to any man at any time in all history, claiming the Lord said that the "revival" that they would be used in would be one THE LIKES OF WHICH THE WORLD HAS NEVER SEEN BEFORE! Just think about the absolute enormity and the implications of that claim! 

"We're gonna be BIG, Andrew! The BIGGEST!"


Day One of the "Outpouring" was marked by "Paul's miracle" as Taylor puts it. This Paul is one Paul Haynes, and as a number of people have testified, he was never actually confined to a wheelchair in the first place; his getting up out of it was thus no miracle at all! Most interestingly and revealingly, a recent article in "The Big Issue" (9/9/13) reported that  Mr Haynes was not around to talk about his condition. Andrew Parsons bleated rather lamely that "Paul's unavailability is a matter of 'pastoral care' since he wants to carry on his new beginning in peace." Reader, draw your own conclusions... 

I don't think I've ever come across a man who is so PROUD of his HUMILITY as Mr. Richard Taylor! And his "prophetic word" about Parsons and himself heading up a "revival the likes of which the world has never seen before" is just too, too much!!!

This unparalleled "revival" has now nose-dived down to 2 nights a week; as previously reported, the Victory team is TIRED, and "WE DON'T PRESUME THAT GOD CAN TURN UP EVERY SINGLE NIGHT!" (Richard Taylor's own words). This is the greatest revival the world has ever known???

FRIENDS, THE "PROPHECY" AND ITS "FULFILLMENT" SPRANG FROM THE SELF-SEEKING WILL OF MAN NOT GOD, FUELLED BY HEIGHTENED EMOTIONS IN A HIGHLY-CHARGED AND CAREFULLY ORCHESTRATED ATMOSPHERE OF EXPECTATION OF SIGNS AND WONDERS. LET NO MAN DECEIVE YOU THAT IT IS OTHERWISE!!!

Many and varied are the very real concerns that have been voiced about this purported move of the Spirit and its leaders, by watchmen and women AND their correspondents! Evidence has been presented, and testimonies given. Many people have been lastingly damaged, offended and deeply hurt by the happenings at the Cwmbran Campus, and the behaviour of its leaders. This is FACT, not conjecture! (As I've mentioned before, which I think bears repeating, one of the meanings of the Latin word 'campus' is THEATRE!) These outcomes in no way tie in with the fruit of the Spirit as outlined in Galatians 5:22-23. Love? Joy? Peace? Gentleness? Goodness? Meekness? The absence of such fruit in so many cases truly speaks volumes for the authenticity of the "Outpouring!" The greatest revival ever known???

Yesterday (24/9/13) Victory posted a sermon by Richard Taylor, entitled "Authority Against the Conspirers." (I think he meant conspirators):



I have to say that this supposedly greatly anointed and appointed 'man of God' just makes me feel sick to the very pit of my stomach! I quite struggle to find the words that will adequately describe the depth of Richard Taylor's deceits! Using a false exegesis of Psalm 2, he turns everything upside down. It is not him, but the watchmen and women who are deceived,  it is we who do the Enemy's work, we who conspire against the Church... 

And this is coming from a man who is a great friend and/or fan of some of the greatest false teachers and deceivers on the face of the planet e.g. Tenney, Engle, Osteen, Warren, Bonnke... a man whose "Outpouring" was kicked off with a 'lying wonder' - the supposed healing of a man who got out of the wheelchair that he was never confined to in the first place! 

And as for anyone who dares to ask awkward questions? Well, as Richard Taylor sneers, "We're going to laugh and keep going!" (And perhaps a few anonymous threats along the way wouldn't be such a bad idea?)

This is warfare indeed; the turning of things completely upside down by a shady and quite shameless showman, who's skilled at working the crowds! This is what it means to follow Jude's urging to "earnestly contend for the faith which was once delivered unto the saints!" (Jude v3). For it is an alien and false NEW faith which is now being delivered by the brazen likes of Mr. Taylor and Mr. Parsons, in imitation of their heroes (who we could much more correctly call villains!)

Robert King, host of Todd Bentley and pastor of nearby Freedom Church (previously known as Two Locks), has testified of the "Outpouring" that it can be traced back to Rodney Howard-Browne, Randy Clark and the Toronto Blessing. Which, of course, is really a most terrible CURSE - the underlying, lying, counterfeit spirit behind it all being not the Holy Spirit but KUNDALINI. 

That Mr. Taylor finds a need to slur, ridicule and castigate the watchmen and their work, it can only be that he is not as unconcerned about them as he makes himself out to be. He may have been laughing loudly in the pulpit when making this recording, but it was very, very forced... and every bit as false as the movement he leads!

"A wonderful and horrible thing is committed in the land: The prophets prophesy falsely, and the priests bear rule by their means; and my people love to have it so: and what will ye do in the end thereof?"
(Jeremiah 5:30-31).


I am extremely grateful for the courage and integrity of my concerned correspondents who brought these links to my attention. Indeed, my heartfelt thanks go to everyone who has brought their experiences, observations and support to this most important of debates.     Three quick comments from me based on the video:

    I got the impression that Richard Taylor "primed the pump" for this so-called revival, for example by having Tommy Tenney preach at the church. I don't see anything spontaneous about it. A similar situation was the Brownsville Revival which was claimed by John Kilpatrick to be unplanned - this was likewise false.

    Taylor also mentioned that the people from the Victory Outreach programme "had" to be at the meetings!

    I reckon that Paul Haynes' use of a wheelchair was not due to a spinal injury but because he suffered from pain. At 3:05 in the video he mentions wanting to to take Tramadol, a fairly strong opioid painkiller. Pain is a complex subject - it's seldom constant and is influenced by psychological factors. So it doesn't surprise me that he didn't always need the wheelchair. The euphoric atmosphere in revival meetings does get people pumped up on adrenaline and endorphins, and there's invariably a hypnotic component as well. These cause temporary pain relief and explain his supposed "healing".

    Thanks so much for this - yes, it most certainly helps! I'm really pleased to hear that the video can still be viewed on Vimeo, even though Victory themselves seem to no longer wish to feature it! (Have they actually realized that they might have shot themselves rather badly in the foot with this one?)

    Yes, by all accounts, church attendance by those persons at Victory Outreach has been mandatory, and not of their own volition! Enough said!

    I agree entirely concerning your thoughts on the "Outpouring" being a concocted occurrence, and far from being the spontaneous happening it's made out to be! I also completely concur with your assessment of the Paul Haynes "healing" that wasn't!

  3. Richard once had a woman come out of a wheelchair back a few years ago. It was claimed as a miracle but within a few weeks Richard preached about why the man who was healed by Jesus was told to take up his bed and walk.
    He said it was because his legs were weak from lack of use so every now and then he would have to have a lie down on his bed in order to gather strength.
    He said the girl every now and then has to re-use her wheelchair as she is still in a process of healing and every now and then, because her legs haven't been used for a long time, she needs to sit down and be wheeled around.
    What a load of rubbish.
    If and when the Lord heals a person then he will give them the strength as well.
    This girl was not wheelchair bound prior to the claimed healing either.

      Thanks so much for getting in touch and sharing this account. Another great 'lying wonder' with quite remarkable parallels to the story of the Paul Haynes alleged "healing!" More false exegesis of Scripture unashamedly used by Taylor to cover himself! I thank the Lord that as time has gone on, more and more people have been emboldened to share testimonies of the utterly false spirit within which this greatly deceived deceiver is operating!

    2. I can identify with the false testimonies of those who are supposed to be confined to wheelchairs because of an infirmity when all the time, the only invalidity is in the 'patients' desire for attention and the willingness to cheat the system in claiming benefits.

      I have asked a few people if they would like prayer for healing and each time the reply was 'No thanks' Those two words alone speak volumes of the fact that they would be thankful not to be healed. They would be thankful if prayer was left out completely. They are thankful for the condition they are in and satisfied staying that way.. The people who have rejected prayer have ALL said they are 'Christians' ... but no thanks will be given for any prayers.

      A mate of mine wouldn't have prayer for healing .... because if he was healed he'd loose his mobility allowances...so would his mum.

      An elderly lady I used to pick up and take to church was caught walking around in the church when she thought no-one was looking.. Oops! there must be lots of 'great pretenders' wandering around pretending to be Christians.

      It is so encouraging to see more and more people coming forward with their own concerns and stories demonstrating the false spirit within which Richard Taylor is operating, and helping to add their own pieces to the jigsaw so that the true picture is increasingly revealed for all to see!

      The reason Mr. Taylor won't reply? As you so rightly say, he HAS no answers, and can only worm his way out of this in the rather pathetic way that he has! I hope and pray that those hearing his most unGodly response to the watchmen will seek the answers that their pastor will not, and indeed cannot give them, and when they find them will act accordingly by showing Victory and its wayward leaders a clean pair of heels!

  5. Hi Brother Rob and fellow Watchmen and Women, I think your blog was spot on . The UCB docu/drama appears on various websites just google ucb documentary Welsh Outpouring. As for the Sermon about the Conspirators, dear oh dear! he seemed to be GETTING VERY ANNOYED. about our little Clan of 4, as he puts it. Well, there are many, many of us, all concerned about the spiritual well being of his flock. And i will pray that the scales will fall from their eyes.

      Yes, Victory may have 'pulled' this revealing video from their own site, but they don't control Vimeo and it's definitely still available there on the link supplied by Ian Smith above! Mr. Taylor HAS no answers to the questions being raised - no wonder he's so annoyed! Laughing it off? I don't really think so...

      As time has gone on, there is an ever-increasing awareness of the falseness of this movement and its leadership, and people are increasingly being moved to voice their own concerns and testify to its deceptive nature!

      Let us all indeed pray that the scales will fall from the eyes of all who have been cruelly deceived, and they will see the "Welsh Outpouring" for what it really is and get out of it as fast as their legs will carry them!

  6. I can confirm that Victory Outreach people have no say and have to attend every meeting They are also told to sit with one chair between them and stagger it so that the church looks fuller on camera That 'laugh' is a very nervous reaction I must say

Yes, that very false and forced laugh showed that Mr. Taylor is actually far from being the unconcerned man that he tries to make himself out to be! Just another bit of theatre, as a 'damage limitation' exercise - he knows full well that folks are increasingly seeing past the carefully contrived facade, and that he has no answers to give to the questions being asked of him and his movement!

Let me be straight with you, if you are a part of the inner circle of the Taylor cult, (where Taylor is god, parsons is the high priest and Brandie the submissive little altar boy who leads their vulnerable choir in satanic lullabies) you will know that you have had to do shameful thing to get and stay there. You will have lied, manipulated and committed all kinds of low acts to prove that the will of Taylor is supreme and must be accomplished at all cost. You can respond in any way you want, but we both know that my words are sadly very true. Thankfully more and more people are beginning to see through the satanic deceptions, to see the repulsive nature of the sprits that drives Taylors many and varied heresies. I can only pray for the poor lost souls in Taylors flock and give this stark warning, beware of wolfs in sheep’s clothing, they will be too willing to pray for and on you. I have many interesting facts and contribution to make which will expose the true nature of the Taylor cult. I will be willing to put my name to them in time, but for now I will remain anonymous and use the handle “the formally abused “ what has been going on must stop, they come into prison tell a pack of lies about the place and when they have got you there they abuse and exploit your vulnerability, Slavery still exists today and I bare the scares. Thank God for genuine preacher of the Word of God, for the men and women who love scum like me and get nothing in return.

I hope you take comfort from the fact that the true picture is now coming out, and as you say, 'more and more people are beginning to see through the Satanic deceptions.' You have obviously suffered greatly at their hands, but I'm so pleased that despite this you've not rejected the true Faith, only their false one! But please, don't refer to yourself as 'scum!' We are ALL sinners saved by God's grace alone!

    I am reminded that it was said in one of their meetings: "Nothing has matched what God has done in Cwmbran in the UK in this generation" (END QUOTE)...Some statement. So much for the "humility" that Mr.Taylor keeps banging on about.

    All they want is money, money. I have letters here asking for money all the time, to increase my giving, even though I have long since left. the church. I just pray and pray that God will put an end to all this. I will keep praying for you .The watchmen and women are doing vital work for the Lord, and I thank God everyday that he led me and now you to these Genuine men and women of God. Keep tuned in.   12. The residents are made to work very hard. Previously it was for the benefit of the homes, but when Mr Taylor and Parsons arrived, the upkeep of their homes was the priority. Cutting lawns, moving furniture, painting and decorating, even making alterations, all to the pastors houses. Ferrying them around everywhere like unpaid taxis. They were expected to renovate the churches with barely any tools to use. If they refused to do something, they are told to leave. They are not even allowed to think for themselves, they are told what to think by those in charge And practically all their money goes to Victory. You decide for yourself if you think this is the right way to treat people

  13. Once again Taylor has twisted the scriptures to justify himself. Psalm 2 is about the Father and His Anointed one, not about the five fold ministries. Christ is the Anointed One Mr Taylor, Christ, not you and your leadership, nor any other for that matter. I could hear a mocking spirit throughout his justifications, which goes with alcohol and its consumption. What kind of response is that? Ungodly, unChristlike and unmistakeably a dead give away to your true natures Mr Taylor and Mr Parsons. You are laughing but what you don't see is that YOU are the laughing stock. Clock is ticking.

    Thank you Rob for putting all this stuff out. Its time these clowns were put in the right light to what and who they really are. Men of God? Not a chance.

    He says there is no such ministry of watchmen in the bible...found them, but I struggled to find executive pastor in my bible, maybe Peter took on the founding pastor role as well. As for these campuses they all hold hardly any and most of them are from Cwmbran!!

This "Outpouring" has been cynically engineered to fulfill a self-given "prophecy" and as you so rightly say, the clock is ticking...

    No surprise really that Mr. Taylor wants to drown out the sound of the shofar with his false and mocking laughter, rather than face the music! All bullies are cowards at heart, are they not?

A trickle here and there but the dam will break and truth of this man and Parsons will flood through. We all know you are reading this Taylor and the way YOU and your little sidekick have treated people is disgusting. If only his followers knew some of the stuff he has said and done?? Oh dear its coming. How the guy can stand in a pulpit is beyond thinking!!

  21. I am sorry that I have to remain Anonymous but I have to protect my source. I was told by a manager of VO that Richard Taylor is on £35,000 a year split between him and his wife so he does not have to pay too much tax, Parsons is on £25,000, his wife £18,000
    Kenny & Faye are also employed as Pastors, my source is not 100% but thinks he is on £18-20K each.
    This is what I was told! There might be discrepancies in the exact amount but not a great deal.

      That's a wage bill of well in excess of £100K per annum, or around £2,000 a week, just for these half dozen! Victory obviously is under considerable pressure to generate a huge amount of money constantly to fund their operations, and keep the (false) shepherds well-fed at the expense of the sheep!

      Speaks for itself, doesn't it, the reports of people being urged to give ever more to "the Lord's work" at Victory. Trouble is, the Lord doesn't really have very much to do with it... Sham and scam are the hallmarks of Victory's nefarious activities!

  23. Hello it’s formally abused here;

    I thought I should explain the reasons I chose that name. I feel that it is about time we wake up and see the truth. We need to stop referring to ourselves as ex residents or former Church (cult) members, and be brave enough to admit that we have been victims of an aggressively abusive regime. This systematic abuse has been purposefully designed to benefit a small selected group of people at the financial, spiritual and emotional expense of a lot of vulnerable people. Sadly I know a lot of things that I wish I didn’t, I only hope that the effected people will find the strength to come forward and tell their stories without the fear of recrimination. Remember we are the victims and our abusers only power is our fear and silent’s.

    If I went to the hairdressers and I was not happy with my hair cut, I would not pay the bill.
    If I had paid for a TV and it did not work, I would get a refund.
    How about when I came out of rehab more damaged than when I went in,
    Do you think I am due a refund for the considerable, (to me anyway) amount of money I had to pay them, to be their slave.

    Maybe one day God will see fit to appoint me a watchman of his people, but for now I will be content to be a whistle blower.

      Victory's mask IS slipping, my friend, and ever more people are seeing what really lies behind it! More questions are being asked all the time, and as they know that they do not have answers, Victory are increasingly showing their true colours for all to see as they struggle to keep the mask in place. Trouble is, the mask itself is beginning to badly disintegrate...

  24. I want to make this post to give a better understanding of my comment that “Brandie is the submissive little altar boy”. If there is any virtue hidden away in the Taylor cult’s leadership then it would be found in Kenny. If anyone in the Taylor cult had the potential to be a good and genuine preach of the Gospel, it would be Kenny. If one of them could excel in the roll as Christian pastor and not a cult leader, it would be Kenny. The sad fact is that while Kenny remains fixated and mesmerised by the seductive promises and lies of the real main players in the Taylor cult then he will be a facilitator, promoter and ambassador of a desperately wicked cult that is saturated with satanic deceptions. This is not a picture of a fine young minister; I know that Kenny is a very nice guy who had a heart for Godliness and righteousness, but I can only see a shadow of the man that I knew from my time in their rehab.

    Come back the real Kenny, develop a backbone and stand up for what is true, put down your i pad and wipe the thin film of dust off your Bible, pick it up, Open it, and read 2 Corinthians 6, 14-18. Let your tears sock into the pages as you realise what you have become. My honest pray is that you will be restored, made to feel clean again and that God would renew a right spirit within you. God can still use damaged goods if he wants but i believe he want to fix you

      Thanks for your interest!

      I'm aware of reports appearing elsewhere that VC/VO are under official investigation, but I personally have no evidence of this being so, one way or the other. As far as the "Outpouring" is concerned, it's now been reduced to just a once-weekly event. (Please see the blogpost for 29 November). How it can still be seen and promoted by Victory as an "Outpouring" is quite beyond my understanding! Can a true move of God's Spirit be THAT contained??? But then, it all started with delusion, and so the delusion continues...

  27. If ever there was any doubt about this church then check this video out, I won’t expose you to all of it I care to much for you than that, start viewing at 1 hour 38mins in. Listen to how Richard Taylor promotes Joel Osteen, and T J Jacks, look you people who attend this church I do understand you may be young in the faith, I even understand you may be liberalised to the extent you can’t reason any longer but just open up your bibles and then watch a few videos on those who this man promotes, then simply check what they teach against the bible, that’s all you have to do.
    I do understand this church is relevant to you, and it’s not like the other churches you have attended perhaps, and to some extent I agree with you, it’s relevant because it’s just of the world! Moreover, those other churches are dead in just another way to this one, I do not promote other churches over this one, believe me I am just as challenging to the awful ungodly leadership the Anglican church is under, I pray our lord will just put an end to this church before it morphs into 1000’s of VC’s we are in a terrible state in this country regarding churches, it can get worse, you could support VC to morph into the pit of hell.
    You can be part of the problem or part of the solution, stand up and fight for Gods church, I am a woman, and should not be having to tell you men to get into battle, it is shameful on you. weak spineless men, led by nothing more than used car sales men, what has happened to you men you are acting like Adam, I am left talking to the serpent, while you remain silent, it is me who is to remain silent and defer to you, I want to be silent. I want to go to godly churches where there are Godly men and women, I want to find a husband in such a church, not a weak naive boy who is just led by his stupidity, you are to lead and protect me not expose me to the sewer of false teaching, thank God I have a Godly father to guide me.

  28. I had experience many years ago of Richard Taylors preaching and ministry and what happened to me is REAL and the GOD i met with was REAL....and im quite disgusted at peoples awful words about this nan who is obviously struggling...GOD CAME FOR THE SINNERS.....

    1. Maybe Mr. Taylor was genuine many years ago, when you had experience of him. But he is now utterly apostate. Awful words about this man? What about the awful things he has done, bringing the Gospel into disrepute? What about some sympathy not just for him but for the many victims of his unrighteous behaviour?

  29. I lived in victory outreach abertillery, I went there in 90s, and know richard well, or at I least I thought I did, they stated catholics would burn in hell all the time, their doctrine was force fed, and had hardly any rights back then when I lived there, and could tell some story's
